Governing body (wings): Level wise executive committee, member election process, regular meeting, sister organization
As BASE is a mass membership organization and it has its own structure from village to central level to regulate the governance system. Those committee are named as – BASE Village Committee, Area Committee, District Committee and Central Committee. Each committee comprises thirteen members; 11 members are directly elected in every five years by voting rights given to active members as well as members from village, area and district committees and two members are nominated by Central President. BASE has executive board as central committee representing from different ethnicities and districts. The central committee is governed by the general assembly. The executive board is responsible for overall management of organization to meet the objectives of the organization. Similarly manages imperative management for program implementation, liaison with government of Nepal, national and international donor agencies for fund raising. The district committee, area and village committee are responsible to implement the policies and decisions made the executive board in the field level. Committee members are contributing as volunteers to BASE are People – people. There is 33% women representation in the committees.
Women Awareness Committee (WAC) and Youth groups are its sister organizations within the organizational framework, all operating at their own respective level and in their own areas. There are 820 youth clubs with 32115 members. In its sister organization there is also the structure from village to central level. These grassroots committee members are democratically elected in every five years, and they provide the strategies and ideas to keep BASE in touch with the current needs of the communities. The power of BASE’s membership is even further enhanced by hundreds of child clubs, women’s groups, income generation groups and other community organizations. This layer wise committee is conducting their regular meeting.
